Ah so it's one of those knockoff BG-12s, right?

If that's the case, then no, it's just a LED indicator board, this pull is conventional, you'd just need to wire it in series with the alarm you want to connect as if the pull was a light switch.

Looks like a B&M siren of some sorts, it seems to me that the original motor burned out and as such they either took a rotor off and slapped a pully there to keep the siren working.

I would say single tone P15, since the dual tone rotor needs to "chop" more air and both "sub-rotors" share the same intake, plus the slightly beefier motor. Although on a ST (Single Tone) P10 versus a DT (Dual Tone) P15 standpoint, I'd say the extra 5 HP of the P15 could eke out...

I concur, specifically it's for the stator's de-icing heater element, if you look a bit closer you can see a outer ring that connects to the junction box, that's the heater in question.
