CO2 expands much faster than compressed air. That's why collectors often use it to blow steam whistles without a boiler.

My elementary school in Ashland, Oregon, had three of these in the main hallway and one in the gym, but none outside. For drills, they would run the sirens for a few seconds and then sound a continuous bell, but I believe pulling a station would give a continuous siren.

I don't know where this is, but this is exactly what fire alarms sounded like in older Oregon school buildings.
