NKBOLT found a website where you can order brushes, brush holders, and brush holder caps from Federal. (These parts are for the Model 2 / Thunderbolt). Did the problem end up being those loose brush holders?
It wasn't the brush holders. But it was the rings that connect to the brush holders and supply electricity to them. They were loose and weren't on completely.

If the motor turns when power from a car battery is applied, it was rewound for DC current. It's a universal motor to begin with, it'll run on both AC and DC. Either the field or armature are bad. Nice to see this Thunderbolt sounding off. I remember seeing the story of this Thunderbolt on CDV's website when he fixed the siren back in 2004.

Last week I was looking at a Hawaiian Electric book from around the early 90's and I spotted this yellow SD-10 in the background. This siren was replaced back in 2008 by a Modulator 3012.

I am currently working on my Model 2 project. So far I have a motor starter and I am soon going to get a AR Timer, a 3000 watt step up transformer and a Thunderbolt 1000 chopper motor. My question is how do you connect everything? Do I just connect a 240v plug from the step up transformer to the AR...
