I'm not sure if I am answering this correctly, but the "projector", if you will, actually doubles as the top housing of the siren. Sound is sent out of the chopper and then directed down by the semi-conical shape of the top housing. http://66.113.226.199/asp_pages/Product_Images/sirens%20m...

I made a connection through O'Hare a couple weeks ago and noticed that Chicago (I am assuming NW side) has at least 3 T-135's mounted on water towers/tanks. (The sirens are painted a greenish color, matching the color of the water towers.)

I don't think that local, state, or even the federal government is obligated to pay to place sirens on private property. They have an easement which allows them to do so.
