It might be some cell phone/radio structure, but from the west it looks mighty similar to a Tempest. Ah, looks like they might use that system for public announcements. That opening in front of the building is used for farmers markets, cookouts, parties etc. I'll see if I can get up there to get so...

Bolt the base down to something sturdy and using a strap wrench around the tube force it to turn after it has been soaked with pb blaster. Turn it several times to break up the rust holding the tube in place. Also you did remove all 4of the collector ring bolts? Took a while and a lot of muscle but...
