I think it's part of a system to alert decent folk when the Clintons come to town. One siren tells people to lock their daughters in the cellar, and the other is a warning Hilly is coming to rob you.

Bob your concept is coaxial, ergo it becomes a transformer, ergo you got a problem.

Next time you get around a lightning rod system, eyeball the cable. It isn't solid, the construction is akin to a Chinese finger trap (not that kind) because high voltage multifrequency is a surface traveler.

Hit by lightning could mean any number of things. Until yu get actual eyeballs on the machine you aren't going to know much. If the machine itself took a direct hit generally the bearings get a nasty arc, and need replacing. If the electric wiring to the machine took the hit it might need a new moto...
