There is a video of an Alertronic 6000-R which has no wind-up but does have a wind-down. It is on the Siren Archive. I believe the siren was taken down and replaced with a Hornet.

They did neither. Each was their own design. The Quadrant/iForce is called such because each cell is divided into quadrants and each quadrant has its own compression horn and driver. The Modulator has four drivers in each cell, each dumping all their energy into a 360-degree exponential horn created...

Do any of those older Federal fire sirens rotate by any chance? Also, how loud are they?
No, they are stationary. And as for sound output, I would say about the same as a Model 3, but I've never heard one in person.

The "knobs" are grease cups. You pack them with grease and twist them on to lubricate the bearings. You would only put them on a little, then after a while tighten them down a turn or so to force clean grease into the bearing to keep it properly lubricated.
