I have recently purchased a model 28 for the low price of ten dollars. Guy who had it before broke it. How did you go about getting the "sound wheel" off? Sorry I'm new

If i remember right, There was a set screw on the part that rotates. Remove that set screw and use a gear puller to remove the part that spins. Be careful not to apply that much pressure to that part though.

I don't know much about vehicular sirens, is this the same type of siren as the one on this car?

No, that's a model 77, a dual-toned one. Similar in design though, and the tone is pretty unique.
Down to a Thunderbolt chopper, still a few goofy flashlight-siren combos, and a Model L.
