Indoor Notification... with a 10V?

Michael, August, and I were driving around Blanchester, OH checking out their old system of Thunderbeams, 10V's, and a Model 7. We stopped at the American SHOWA factory to get pictures of their roof mounted 10V- that's when I noticed something strange: A pipe of some sort that appeared to be going form the 10V to the building's roof. We drove around the building to get a better angle, and lo and behold:







Perhaps this is how they get their warning? I would assume the machinery in there is quite loud, so I guess that would make sense. Either way, it was really unique to see, and I thought I would share it with you all.

Either that, or some dingus hooked it up to vent exhaust gases from the factory or something. If that was the case it'd probably do the job good anyways...

Well this certainly seems like it is not up to code...so I would certainly agree with that this is indeed "redneck engineering" at it finest. But I would assume that they don't have money for mass notification because they certainly take an interesting approach...
