No they didn't. As far as I know their old CD system consisted of SD-10's and 2T22's.

Nope, that's definitely a 2T22 sounding. I know it can sound somewhat similar to a Thunderbolt from a distance, just because a 10/12 rotor is basically a 5/6 doubled.
Resident of a county with big a mixture of sirens, but in the process of being replaced. :(

Very much part of the footage, that siren that can be heard is on one of the Capitol Buildings which would have been across the street from where Governor Thornburgh is sitting. The Harrisburg CD sirens were activated by staff at the Capitol Building so why he looks surprised is beyond me, the activation device is what appears to be a rotary dial telephone dial that you use a certain hole for a certain function. Very archaic, all of the sirens in Harrisburg were landline based before they were removed or abandoned in place.

Is there any other need for sirens in that area? Exelon decomissioned the Zion nuclear plant in Illinois many years ago and the old system is in place and maintained. They are used for weather emergencies and the towns basically lease them back from exelon. Seems to work out ok. This could happen at TMI too, since the sirens are already in place.

Given that TMI is in Pennsylvania (where there are very few tornadoes), I don't think using them for severe weather would be necessary, but it wouldn't hurt to keep them for that.
