They're probably not hooked up yet. For a power plant system, old sirens are left functioning until the new system is 100% checked out and cleared for service.

I know when I have gone out for an install with Clayton Werden, the sirens weren't active because the utility company had to actually hook up the service drop. Othertimes, the radios may still have to be setup. I remember the Warren, Ohio T-128s getting dropped in, but the antennas (directional Yagis) had to be moved to point toward the activating tower. Anywho, just because they're installed doesnt mean they are ready yet.

The sirens have to be inspected by the NRC before they can be brought online.
