Very obvious they’re trying to save money. But opt-in phone alerts are definitely not effective. Most people aren’t weather and technologically aware, so they will be left with no warning of a tornado strikes. Also, those alerts work the same as texting, meaning if a phone is silent or turned off, you don’t get a warning. Yes, sirens have been around for a while, but the reason they’ve lasted so long is because they are so reliable.
