Like at the Fort Maddison Swing Bridge in Iowa, they have 2 Sentry F-2 that sounds when the bridge moves.

I believe these are bridges that split in half and rotate around to make way for all kinds of boats that have to pass through. I'm assuming that's what you're looking at. They are used to notify/warn the public that the bridge is rotating or splitting in half to make way for tall boats to move through.
