They are all going to be removed, nuke plants can't have non-battery powered sirens anymore

That SV is from 2008 and the sirens were removed in bulk it's unlikely any of them still exist unless they were repurposed

No, it isn't, and even if it was that is because the satellite is old. There is no possible way they removed and reinstalled a siren that was not fit for the regulations.
