Cotter, AR Model 2

It's a Fedelcode Model 2, so it was made anywhere between 1929 and 1948. I'd assume it belongs to the municipality, as it's right next to the municipal building. Chances are it was a fire siren, though it could've also been used for storms. I don't have any clue if it is active, but it appears to still be wired up.

I never got to get a very close look at it because the past few times i went near it it was raining and they probably wouldnt want me up there walking around their siren.

I got a few pictures which I still have somewhere in my files, but the unit is inactive from what I remember as Cotter uses a whelen system. I would make use of the Arkansas siren map linked below as it has alot of testing time information on it.
