Would it be legal to blast my siren speakers off along with the city sirens on testing day?

It depends on the city. I guess if it stays on testing day then yes but don't try it until you look at your local ordinances.

Usually you must do 2 things before doing this:

1. Inform your local sheriff's department or police department and ask for permission. State that you will only sound the siren during tests or actual emergencies, no in between.

2. Inform the EMA and tell them you will be sounding the siren on test days and emergencies. This isn't always the case for all EMA's, but they will usually have you fill out a liability form.
