That recording is horrible!
That siren looks like it's on a Fedelecode tower.

I quite agree, the sound is not very good, but the video is of an OK quality.
I like that we're able to see the chopper spinning, if you look close.
There is a thunderbolt siren in my head, it is always going off...

The wind-up almost sounds like someone's gargling...You don't see many sirens without covers on.

It's most likely the motor starter.

How would a motor start affect startup? It's just a switch. It can be voltage drop by a under rated transformer (common in poorer countries). it could also be small wiring, etc. Nobody knows for sure unless you examine it yourself.
