Whatever it is, it is definitely a Federal Signal product. They love that "F" note and have been using it for almost 100 years. "F" for Federal?

It sounds rather like a Modulator.

I am not certain that a Modulator is being heard. I heard on the L.I.F.A. board, which is currently not in service, that some municipalities are replacing their old sirens with Modulators.

He said in his comments "lol I live right outside New York City, we don't have tornado sirens here. And we weren't under a tornado warning, only a severe thunderstorm warning."...it is prolly one of the towns fire sirens ither going off for a fire or giving a severe weather alert...

Sounds like a Model 1, 5, or Screamer, or an RM-130. I think the Model 1 is the highest pitched, but it could be an STH-10.....
If your siren is a-failin'
Chances are that it's a Whelen
And if it's just about to die
Then it must be an ATI
