Doesn't Missouri have an abundance of Whelens?

This sounds like one.

I'm almost sure it's not a Modulator.

WS 3016 with an early style (early to mid 80's) tone generator. I thought it was a WS 2016 at first, until I realized it was rotating.

While St. Louis area is all Whelen, Federal Signal seems to be king here. Though I have seen ASC and Sentry here in MO.

There's also ATI in Ahnahld, MO. Horrific, I know, but they are there.

According to the comments, they said 130 miles to the north of Joplin. That puts the location VERY close to Belton, MO. Belton, MO is Whelen sirens. It would be either the 4000 or the Vortex series over there. :)

It definitely sounds to me like a very early Whelen of some sort. Aren't there some WS 2000 series Whelens that rotate?

Whelen had a WS-2000R/400R, if that is classified as a 2000 series.
